Legally yes, in most states you can fix, adust, expand but not install sprinklers.
However your insurance and bond may not cover 1.) irrigation 2.) plumbing 3.) outdoor work etc. So if you know what you’re doing, great if not be careful because if something goes wrong they might not cover it or worst case pull your insurance.
A licensed electrician has to do the electric box for automatic sprinkler systems. To find out about laying a system, call your city’s Inspection Dept. and talk with an inspector.
